It is literally better in every way. If your build supports then it's a longer lasting and more powerful effect that can be used far more often than the resin which is limited to five at a time. The resin exists so pure melee characters who don't have the stats for stuff like that still have access to elemental damage.
Carthus Flame Arc only beats out resins if you have good Int / Fth
The spell lasts 50% longer and deals a lot more damage at high stat and pyro flame levels. You just need around 12/12 int/faith to outperform the resin but I can't remember the exact value as I didn't try with an un-upgraded pyro hand.

Chaos Fire Orb is worth it. The lava damage is not part of the FP cost and that makes the spell extremely efficient. It also gives it great utility when it comes to hitting rolling people or zoning them. The only alternative in terms of damage is Chaos Bed Vestiges but the FP cost is high and it's just a straight flying projectile without any interesting effect.
Flame whip is useful as it staggers with each of its hits but it won't help against people who know what it does and how to anticipate it.
Sacred Flame is too slow to be viable against skilled players and only got famous for the insta-kill riposte glitch that works on idiots.
For PvE there's also Rapport to trivialize certain areas by having NPCs fight eachother.

Chaos Fireball and Dark Flame Orb are the best projectiles. Chaos Bed Vestiges do better damage, but it's such a huge projectile that it tends to clip corners and wiff where the Chaos Ball would strike true.
Firestorm isn't really worth it, unless you're running a sneaky stealth build with the obscuring ring and catch a player unaware in an enclosed space. It's got a telegraph you can see a mile away and the cost isn't worth the damage. Chaos Firestorm is better, but two slots for that AND two slots for Chaos Orb is too much investment. I'd recommend the Dark Orb, since you'll be running a combination of Int/Faith anyways, and it's good to have other damage types available, and it only takes up one slot.

The damage is also worthless. You're better off with Black Fire Orb for a dark pyromancy. On that note, am I the only one who thinks Combustion/Black Flame is useless? Not to mention you need to be clipping into their character model for it to hit, regardless of the particle effect's apparent reach. All that for subpar damage.
It's like From really didn't want anything but Pure Str, Pure Dex, or Quality in DaS3. Even Bloodborne has better build variety than this.

Generally, a single one is better. NPC summons do so little damage and for each additional phantom the boss gets a health boost, at two summons you're actually making it harder for yourself. You only need one to distract the boss and allow you to get more hits in. I've been doing Str/pyro, it's ok. Struggling to allocate points to my Attributes, coming from the original Dark Souls I fucking hate that there's a singular attribute for equip load. Too busy trying to put points into Vig, Str and Int that I can't afford much End or Vit, so I'm wearing a dress, can only swing my weapon twice (or once if I need to roll out again), and I'm still not doing as much damage as pure Str builds. Heavy infused greataxe vs heavy infused great club vs Vordts greatmace? The greataxe does ridiculous damage but has an absolute GARBAGE move set. Its 2h and 1h rolling attacks are worthless and its range even more so. Vordts and great club share roughly same move set except for the 2h R2 and weapon art. More AR vs perseverance. I do mainly pve and help other players. I'm level 92 with 40 strength, 40 endurance, 27 vigor, 25 vitality.

Lightning Stake has decent aoe damage. I REALLY wanted to do a frost damage character but Vordt's hammer just doesn't hit enough to do it. The rapier and the pontiff scythes field from its weapon art are the only real ways to apply it. That being said Perseverance saves you and lets you get hits which is what matters most with slow big hammers.
