I've met some sick level +50 McCree's that would snipe people across the map with left click constantly. If you are good at aiming and you have proper teamplay(like actual voice comms) he's one of the best heroes, which is why they often use 2 of him in competitive.

McCree's usefulness is pretty offset by how bad his ultimate is.
It's extremely hard to land his ult beyond a measly single-kill.
You are also at extreme risk when attempting it because of the huge wind-up and the fact you have to nearly stand still for the duration.
Only way to pull a good one off is on enemies who are busy fighting, don't know your location AND can't see you until you've taken your sweet time to lock on.
It would be the worst ultimate in the game if not for Symmetra.
