Games used to be made by just a few people and for some reason programmers got most of the acknowledgement.

Today many hundreds work on every game and most games use pre-made engines rarely do they need progammers to create an all new engine for them

This is factually incorrect. The most revered game developers in the industry are almost exclusively game designers.

Back in the days we called them developed because when games were released they were 100% finished.
We call them programmed now a days because new games are always requiring day one patches, updates, bug fixes, and DLC. So they are never 100% finished.
