Actually, no. The guy took Rayman's model and changed its position, he also went through a big editing session to perfectly re-create the roster only to put Rayman's suqare into it, so the animated background would work.
In fact, he also "leaked" a full video, not just a still picture.
In the end, the Rayman leak put on it as much effort as this Sonic leak. Hell, they might even be made by the same guy.

No. Because it's essential that you have Tails to get past obstacles. The game is designed around it.
When in single player, you can call Tails up like a wisp, and he serves the purpose of getting you past an obstacle that is impossible for Sonic to get past alone.
In Co-op, it plays like player-controlled AI, but still has the wisp-like function.
