Have her split off multiple copies of herself within the span of a few seconds? Something something existing outside and within time simultaneously?
The player would only be able to control the one, or perhaps it'd function like Pharah's ulti where the true character becomes stationary but the effect can be guided by the player.
I'm not sure if the point of the ulti would be distraction by shooting a bunch of Tracers around or if it would be to deal damage. Each Tracer would have to be a bit nerfed or fire randomly to make it not OP, then.
