It's not technically completed no but right now it's a better emulation of vanilla Morrowind. It doesn't have distant land or shadows (that's the next thing they're working on) but apart from that it's completed. It doesn't have any of the engine level bugs from vanilla Morrowind plus it has things like native 4k and an FPS slider, things you needed MGE for in vanilla.

OpenMW is definitely playable. I've finished the main quest and the Bloodmoon main quest on this character, and ran into less bugs than one would expect from vanilla Morrowind.

No assets are distributed. They completely reverse engineered gamebryo. It's basically just an exe replacement for Morrowind.exe

You can mod openmw and it has better performance than vanilla. You won't get 20 FPS in modded Balmora with good hardware on openmw. The only thing is it doesn't have distant land, shadows, or shader functionality, like MGE yet. I would still recommend vanilla Morrowind if you're going to use graphics mods though just for those 3 things.
