Kaiji was good because Kaiji was put into life or death gambles and he figured out ways to bend the rules or use them to his advantage. It's nothing like normal gambling where all you do is play by the rules which stack the odds against you. Which you see in Kaiji where he constantly loses money whenever he's doing normal gambles.
Mahjong is also different in that it's a game of skill as much as it is of luck. Nothing about it is inherently in favour of one player over another. So that's also different from standard gambling.
