George Lucas wanted the original Star Wars to be scored by actual classical music, but he was convinced down the road than an original soundtrack would ultimately be better, but some of the material he wanted still got eeked in certain scenes.
People harp on about Williams using Holst's material, but it was never shady shit. In the original score papers he noted his influence and gave reason for not directly using Mars in its entirety.
It's really just how the industry is driven, especially in modern days. A producer or a director will sit down with a composer, play them a song, and tell them to write something similar but fits the scene at hand.

I like Williams btw, just find this shit interesting. It's funny though, in movies directors brag about where they lifted scenes from. In music it is much more frowned upon.
