Touhou isn't particularly pandering if you ignore the fans, yet it gets called an otaku pandering series all the time.

Touhou is one of those few cases where an all female cast fits just right without pandering.The only time Touhou panders to fans is when a fan-favorite character,which hasn't been relevant for quite a while ,comes back for the future games (e.g. Sakuya).
