Cloud looked out to be one of the most (if not the most) requested characters in the Ballot, so Sakurai contacted Nomura.
Sakurai thought it would be difficult to even get to talk to him, but Nomura was like "dude, it's Cloud in Smash, how could I refuse?"
at least that was the easy part, since SE was too stingy to lend more than two songs and give Cloud only mediocre alts, save for his original FF7 and AC ones

Using nothing but uair is fine in that situation. Cloud's uair is decently disjointed, comes out frame 7 and lasts till 25 and it auto cancels immediately after the last active frame.
Cloud's uair is notoriously one of the most annoying moves in the game since it's probably the best juggle tool. The only one that comes close is Fox's uair since that piece of shit does 16% and also has a really good AC.
Even in Melee you'll see situations where a Fox gets like 3 or 4 uairs in a row.

Cloud like many of the top tiers has a plat style that is frustrating for the opponent. He constantly needs to stall to build up his limit and his range and frame data let him do this with ease.
