In pubs. Competitive play is a whole different ballgame where people can track and have flickshot skills. Hitscan is really powerful in OW because the movement speed / mobility is slow as shit for many characters and Pharah has even more sluggish aerial movement.
Right now the only viable way to play her is as flank character or screwing around with projectile spam cornering and whatnot. The question is why you would do that instead of take McCree #2?
