Haven't kept up with the new Halo stuff, but if that Spartans not Master Chief then I'd bet on Nu-Doomguy. They have similar mobility and weapons for the most part, but Doomguy has demon magic and the BFG-9000 to back him up. Regular spartans are STRONK but in the end they still die.

The concept of hell is that there are infinite things there, there is no central point that is holding hell together it's an endless plain of existence with infinite demons and whatnot.
A common theory behind doom "beating" hell is that it's his own interpretation of hell.
He's a soldier, so hell minions shoot things at him. rockets, balls of energy, other enemies, chainguns.
The demons he sees are his own hellish demons.
