The best results I got for hit and run are boosting upwards and then falling on someone. The fall helps eat up a few seconds so the boosters can recharge. Or just boost onto a building and jump down.

the entire point of her is to continually build up and use self-destructs without dying and losing the front line, since even if you kill her mech she retains the percentage on her self-destruct which has an obnoxious blast radius. her guns aren't meant to kill but to build her ultimate quickly. and her pistol is one of the best in the game because of its damage, rate of fire and accuracy.
if you can continually drop nerf this on the objective and not die, you can prevent anyone from touching it since it forces the other team to either hide or die

Defense Matrix is a cone in front of D.Va. Any enemy projectile within that cone is intercepted. That's why she can stand to the side of someone and still intercept their shots. As long as they're within that cone, no projectile attacks work. If they move out of it and fire away from the cone then you're right, she wouldn't do anything.
