Also I never argued you should buy it, I argued that if you want it, buying it is the best option because blizzard made sure the system works that way. You are not going to cheat the system and find some way to get all those costumes you want.
Also 2000 hours is a lot of time, and having played hearthstone (and this game having a near identical system) You're likely going to average about 1 legendary per 50 levels, if you didn't buy any.
Also chance they upped the legendary rate in bought packs. No proof of this, but this was always a rumor floating around in hearthstone.
