Monty died during the development of season 3.

Monty had a particular style of work which did not use storyboarding, finished production the week before it was airing and was in general a fucking nightmare.

That's only seven episodes of most dramas, or 14 of most anime style shows, and most episodes of RWBY are under 15 minutes. It's hard to pack in everything like character development for the whole cast, action, humor, in a 15 minute episode without making "To be continued" 2 - 3 times.

The biggest problem was following season 8. 8 had a good buildup of power level, establishing that the only ones that can pull off impossible shit are a super robot and a guy who's 80% cyborg and running on like twelve AIs. The finale was Wash barely keeping up as these two danced on a falling iceberg because everything was ramped to 11.
The following two seasons kept it at 11, making the action uninteresting and leaving no room for comedy.

The guy who made it was making Red vs Blue for a few years, and then eventually asked one of the Rooster Teeth guys if he could make an anime.
RT said he could as long as he finished the season of RvB he was working on. So once he finished that, Rooster Teeth hired him a team, pretty much.
Not to say his work ethic wasn'tautisticinsane when it came to actually doing a ton of the animation himself.
