Localization is a necessary part of translation because there are some concepts that literally don't translate into another language. For example, in 999 there was a twist based around the similar sounding pronunciations of certain words, this would not translate well into english so the localization team re-wrote the scene from the characters finding a recording of the message to them finding a note with the message and changed the twist to be about the way the two words are spelled.
Changing something just because you find it "icky" is not localization, it's censorship.
