They don't. Utilizing their connection is business for them, and they want to keep you happy so you keep paying for service. Letters are only ever sent out in the most 'FINE GEEZ' manner possible, and they will rarely ever follow up on it.

Comcast is a special case as they not only provide internet but also own tons of media property themselves, which is why Comcast can be one of the least piracy-tolerant ISPs.

In the end it largely depends on your regional office, some are more lax than others, some are complete hardasses who send you letters the second they catch you.

But that's wrong. You're not causing any expenditure for the developers for pirating their games. It's the same as not buying it, and being unable to pirate it isn't a guarantee that you'll buy it. Most people pirate because either they're poor or unwilling to spend on games, and making them unable to pirate won't magically stop them being poor and unwilling to give money for games. They'll just stop playing them.

You could color it any way you want but piracy will never be the same thing as stealing in the mind of the average joe, nor does it have the same the same legal ramification as stealing, so I don't understand why people constantly make these parallels.
