Nah, he's basically the director. I don't know about the modern games, but I know he made most of the maps for MGS1 and 2, in the first case using Legos. Also he directs every cutscene, chooses camera angles, etc. Also he makes the script.
Hell, I remember seeing one of those documentaries and he says something like he made a system in which he could control the cutscenes without needing to know programming or anything.
