Not sure about PS4, but in my experience PS3 game DLC is region locked. EU DLC doesn't work on US game, but I was able to get DLC that was only in one region of the Playstation store to work on a copy of the game from another region because they're both based on EU copies (it was some licensing issue I guess for why it wasn't in other regions).
Of the times I've imported PS3 games, I've had the good fortune of being overseas at the time and picking them up at local import shops. I'll be able to do that this year if P5 comes out in US during the holidays, otherwise I would also like advice for online importing.

Watched the "high level" gameplay, still doesn't look like I'd enjoy it.
I'll probably wait until it's cheap, and then pick it up. Only reason I'm even considering day one buy is for the Masamune DLC that will probably be garbage compared to other weapons.
