what the fuck are you talking about? people play on low so they have a higher framerate, which gives better mouse responsiveness. It's especially important in overwatch which keeps a frame in buffer. What does GHz influence on processor performance? Isn't 2.7 GHz a bit low?
Also, if your performance is low, just turn dynamic reflections down to medium.
It's pretty much the only setting that has a real, noticeable effect on performance.
