I feel like this is very common, especially considering DaS1 and Vinheim connections, in fact it seems magic swordsmen and assassins were more common than straight up "generic" mages, considering they had not only weapon and shield buffing spells and protections but also special weapon forging embers and specialized smiths

honestly it's a lot of speculation
if you read the items you learn that: he's the leader of aldrich's cult (self explanatory), he did some bad stuff to kids (horace's armor), he's been down to the profaned capital and seen the "profaned flame" whatever that is (his swords), he brings sacrifices to aldrich (not sure where this is mentioned, but it might be what horace escaped), and he captured and fed gwyndolin to aldrich (his soul)
you also learn he had political power, enough to turn a female member of royalty into his personal dancer (dancer's soul / armor), and whatever he does to his outrider knights eventually turns them into beasts (vordts soul, pontiffs eyes)
after that, it's all lore speculation from dialogue and trying to put things together

I don't think that's how it works. Only Lothric is a "Lord of Cinder" in name only. He wasn't revived because he was already alive, it was the other four who needed to be brought back. Someone strong enough to link the fire is an Heir of Fire, not a Lord of Cinder. Ludleth even tells you that he himself link the First Flame.
