Overclocking RAM is easy as fuck nigga, but it's often luck of the draw. 2400MHz is not strictly necessary but if 2133MHz is possibly by all means OC to that. All you have to do is stability testing to ensure that your OC is stable. Don't waste money on (factory overclocked) high end RAM.

I have a gen 4 i5, and the integrated graphics card is good enough for most things I am playing right now with no hiccup. There is a graphic card (GTX 950) on sale now for around $160, which is amazing for Canadians (it usually go for $250s).
So should I get it now in case I need it for the future? Or wait a few years until I need it?
I am also building a computer for my parents who will use it mostly to watch movies off youtube or similar streaming service. I guess integrated is good enough for that PC? Going for a i5-6500 there.

I'm not too familiar with Canadian prices but a Haswell-refresh i3 or Skylake i3 should be fine if you want to be comfortable for 4-5 years, and that's for video playback and it should have some extra power if they need to watch 4K should they get a 4K display in the future.
