I played it on xbox one and it was almost perfect performance wise. Some screen tear here and there but it really doesnt last long (not more than 1 or 2 seconds) and happens very rarely. PS4 version doesn't have that issue.
Gameplay wise nothing has changed, except the turrets auto lock rate is decreased slightly to compensate the fact that people are aiming with a controller so it's slower.

It's not so much that it would take longer, you can adjust sensitivity, it's that to get to a point on the screen with a joystick, you need to hold in a direction for X amount of time. With a mouse, you just move your mouse to that point as fast as you can physically move it while still under complete control of the speed.
That said, controller's have analogs for movement which some may see as superior to wsad since more angles are achievable at variable speeds.
To me, I'd MUCH rather be able to aim with a mouse and be restricted to wsad combinations for movement.

It was really fun for me on ps4. I was on closed beta on pc and played a couple hours of open beta on pc but the ps4 has most of my playtime. The level of play is alot more intense on pc though and in general most players were working together as opposed to running and gunning, and the gameplay was a lot smoother. Ps4 version looked great and performed way better than I expected. Also the pc version didn't fully support my 2560 x 1080 21:9 resolution and aspect but oh well. Oh and the price is a little steep for consoles. I like the game but don't think it's worth more than $29

You can usually get it build at the store or get a friend to do it. Get Windows 10 as it comes with a builtin antivirus. It's very hassle free OS.
You could also take a look at some prebuilt PCs even though they aren't the best option. They come built and OS preinstalled so you're good to go. Just check that the specs are good enough. Recent Intel CPU, 8gigs of ram and at least nVidia 960 or better (or Radeon equivalent) and you're good to go.
At least Acer makes pretty cheap prebuilds with good enough specs.
