Literally everything there can be said for Dedede's forward smash.
Comparing Dedede's Forward Smash and Jigglypuff's rest in regards to both skill and how early it can kill someone is retarded since the opponent has to make a huge mistake for either attacks connecting.
The only difference being is that the 5 second helplessness is different, Dedede is helpless at start up and Jiggly is helpless once you've actually tried to attack.

Regarding Jigglypuff, I really do think Sakurai's vision for that character is simply being intentionally bad, or a "joke character" if you will.

Sakurai actually intended Jiggs to be "the weakest character" in Smash 64, but through some freak accident she ended up being decent in that game. In Melee, her being good seems to be the result of the inclusion of Pichu, who Sakurai claims took over the role of the "intrinsically weak character". Thus Jigglypuff was "re-designed a bit". This honestly kinda makes me think if they just went with their original plans and didn't add any clone characters, Jiggs would of been just as bad as she is in Brawl and Smash 4...the two post-64 games that don't have Pichu in them.
So yeah, unless Sakurai steps down or he finds a new character to give the joke character role to kinda like Pichu, I think Jiggly is going to remain bad for the rest of her time in Smash.
