The only way Falcon could win a major is if it's another Tipped Off 11 situation where every other good player was at a different tournament at the time. Even then, could you really call that winning and could you really call it a major?
It's straight up impossible in Smash 4 though.

Maybe like a decade ago. It hardly counts back then though because Melee was played at such a ridiculously low level and majors back then were only like ~100-150 people. I've seen some locals these days have those numbers.
Even a current mid-level Fox could have went on a Ken-tier dominance in that period.

This tier list is like 3 patches old and 3 months old. When a new tier list comes out he'll definitely be lower.
Toon Link, ROB, Peach, and Mewtwo will undoubtedly be higher than him. Greninja and Luigi might be higher than him.
Honestly, there are a lot of placements on this tier list that will change.

im assuming you mean in Melee, and sure it is, but it's kind of neutered on stages like Battlefield and Dreamland where he lives forever. Also he has a godly fast-fall

His ability to live forever on those stages don't change all that much. His issue is that his recovery is very telegraphed and easy to interrupt. He doesn't have many mix up options besides drifting forward or back.
Living forever doesn't mean much when you get shined at 50 and can't get back.
