I loved the story (even if it kind of diminishes the message of the first game), but it went many interesting places.
The gameplay however was the same but with fake difficulty so as to transparently hide the fact that there was nothing else they could do to change/improve it (which is a complement to to first game more than anything).

I loved the final mission where you get to play as him and he hallucinates, and the he fights the animal-masked criminal as actual manifestations of the animals, it was so fucked up.

First game is a commentary on how much society enjoys violence, with a silly narrative that makes fun of our need to justify it via narrative. The narrative is light - a guy goes and kills a bunch if people because he gets phone calls telling him to do it, then a second character investigates and unravels the source of the phone calls.
The second is a continuation and extrapolation of that, looking at the effects of the first game on the state of the world, ending with the death of the whole world as the logical, cynical conclusion of the theme.
It looks at characters that are affected by Jacket - the Fans and the policeman are inspired by him, the Journalist is writing about him, Beard knew Jacket before the events of the first game, Richter and Jake were in the same circumstances as Jacket in the first game.
