Because video game plots are written and paced in the context of a video game. It almost always comes out fucking stupid when you try to put it in live action. The same thing happens when you try to adapt a cartoon to live action, you get shit like the Inspector Gadget, Rocky and Bullwinkle, and Fairly Oddparents movies. Plus, Hollywood simply doesn't have faith in any of these projects, they're considered box office poison, so they're given low budgets and hack writers/directors.

Well, yeah. It's a video game property, one that resembles B grade schlock to begin with, so I don't blame them for not throwing loads a money at it. When the template is a shitty horror movie you don't really need top notch talent to be true to the source material, yet Paul W.S. Anderson somehow managed to fuck it up. They could have done a better movie with half the budget if they focused on making some actual horror camp.

Because most video games stories are mediocre when transferred to a different medium. Example: The Last of Us would just be another generic zombie movie. Mainly because with games we can get engrossed into a setting and characters over the course of 10-20 hours, condensing that experience into 1-2 hours just doesn't work.
