It doesn't have to be and can even be counterproductive.
If a casual bought and enjoyed Cyber Sleuth or Next Order because it was aimed at an older audience, and then buys the next game in the series thinking it'll be more of the same only for it to be aimed at a different audience it could be very jarring.
Sure, there an argument to be made for "not putting all your eggs in one basket", but when you find something that works you should double down on it and rebuild the brand before you try to spread out again. For example, Sonic the Hedgehog struck gold with the gameplay formula established in Colors and Generations, and then tried to shake things up too soon with Boom and Lost World and now Sonic is a laughingstock again.
Its too soon for Digimon to be trying something different right after they regained their footing with the current formula, and they're not going to win any kids from the Pokemon/Yokai Watch war, so they shouldn't bother. Just double down on what's working for them now until Digimon is a name worth caring about again.

Yes, children who are all adults now and the only ones who have ever cared about Digimon. Digimon was dead in the dirt when it tried for years to keep pandering to kids after the original series. Right now they have something that works in aiming at their old fanbase, a fanbase that largely feels ostracized by other monster collecting series that have continued to pander exclusively to children while they themselves have grown up.
Digimon in its current form fills a niche that no other monster series does. It will never be taken seriously on the same level as Pokemon and Yokai Watch if it attempts to directly compete with them. It needs to provide a true alternative. They can focus on regaining the kids once the brand is firmly reestablished, but this is too soon.

The problem with the way they approach the show is that they can never keep up a good momentum. The show doesn't need to try so hard to reinvent itself because everytime it does it crashes and burns. Look at Yo-kai Watch, it's basically the same comedy show that it's been since day one and that's why kids still enjoy the series. Hell the games keep that same charm and that's why kids keep eating it up. Digimon always tried to change up the formula and in the end it alienated a lot of it's audience.

The Digimon World games may just be a broken formula that needs a redesign of some sort. As nostalgic as I am for them the formula of "Digimon dies and gets a new one after X amount of days" is too stressful to keep me playing. I liked Cyber Sleuth way more than any World game.
I'll still buy Next Order if it gets localized, but I already know I'll view it the same way.
