Considering it took them months and multiple passes to balance most of what the game has now I'd say the game would be totally and utterly fucked.
They even ran out of time and haven't been able to balance Tracer, Widow, only got a tiny bandaid on McCree, and totally forgot to re-buff Zenyatta.

His issue is that his one weakness, which designed to be hos one weakness, is low max health. Symetra counteracts this even after her shield nerf. The issue is while it feels like you can't play him if the enemy has a Widowmaker the real issue is you can only play him well with Symetra (and to a lesser extent Trobjorn) but when he's with her, he's an animal. 6k healing in a match with damage output to match an attack/defense hero.
Blizzard already said there would be no new heroes at launch. However, they said there were two heroes that were extremely close to being finished that would be released shortly after launch. They also said there were multiple heroes that they have started to work on that still need more time.

Even when they started the closed beta all the heros were all fairly balanced and only got some tweaks. The overpowered ones didn't even come close to breaking the game or making it cancer for everyone elseunlike TF2 in several occasions, and that game is still a balance mess with a lot of items that sucks the fun out of everyone on a server if someone decides to use them, so i don't see the problem.
Overwatch has a pretty good balance for the most part so far and even the high level memester and haterdrones won't deny it (falseflaggers will, though).
