a) he was no random soldier he was the best man in MSF according to Big Boss himself.
b) you can't just roll out Venom's quickly, it's a lot less time and effort to create super soldier clones. with Venom they needed a body double but with Les Enfants terrible they just needed soldiers on Big Boss' level. there was no reason for them to actually think they were Big Boss.
