Mega Man games don't tend to offer any suggestion on events outside the ongoing robot terrorism. And whether or not some fanboy of his leads a deveopment of X9 and puts him in the game the reason Dynamo vanished because Capcom forgot about him. He wasn't secretly Red, he wasn't working with Redips, and he wasn't masterminding Jakob's Tower.

Interesting tidbit, though: ever listen to The Megas? Their song revolving around Crash Man paints him as a pacifistic robot fighting against his programming.

In the first match against Crash Man, in-game, he's actually completely passive unless you attack him first.

In the rematch, that trait isn't present, implying Wily ironed out "flaws" like that in the new model bodies.
