Seconding this, mulgore was and is still one of the comfiest places on azeroth. Also old westfall, redridge, hinterlands.
Most comfy place of TBC was nagrand, Wotlk had Howling and grizzly.

There are different genres of comfy anon, so there can't be a "comfiest".
Ni no Kuni felt pretty comfy for music/location combination. Too bad the "puzzles" in the game weren't real puzzles.
You can have games like Yoshi's Woolly World for comfy aesthetics.
I don't know what I would consider to have the comfiest locations. It seems like an open world/sandbox game would be good for exploring a comfy setting, but all those games focus on shit like grim settings. Games like FFIX and Chrono Cross might be some of the more comfier ones for settings to me. I really need to play more games that focus on comfy settings.
Comfy gameplay would be the most difficult for me to pinpoint.

Comfy and fun are two different adjectives. From the city builders I have played, the first small amount of gameplay is fine, but then it starts stacking on stress like crazy. That stress is fun, but stress is a polar opposite of comfy. I would probably put games like animal crossing or harvest moon as focusing around comfy gameplay.
Pikmin games can be pretty comfy
