It's too costly for both of them to do their own localizations besides changes like color/colour, so generally one team (usually treehouse but not always) does an initial localization with only text changes done by the NoE branches.

After having played the Japanese version I closely followed the release of fates and realized that almost every character's personality was completely rewritten and about 30% of the dialogue is just missing, especially during support conversations.
