No it wasn't, it was the pinnacle of sandbox Batman game that the series decided to chase after Asylum. Asylum was the best because it was entirely different type of game and had perfect tight purposeful design, city was an awkward attempt at sandbox game that they did by shittily implementing side missions and plastering a gorillion of Riddler trophies that were a chore to get. Origins was just a buggy mess desperately trying to cash in on TDK and Knight took everything about city and made it work properly while adding even more freedom and variety in every possible way.

City had its problems but at least it didn't have fucking race tracks, forced tank battles and a gorrillion radio towers and identical chase sequences to slog through before you could even face Riddler at the end to get the 'real' ending. Even with the Batmobile, the grapnel boost was still the fastest and most efficient way of navigating the city.
The only things Knight had going for it in the sandbox department were a larger map size and prettier rain effects.
Origins was a glorified expansion pack to City but at least it had actual boss battles and better challenges. I'd sooner go back to that than to play Knight again
