Dota2 is 7 years old, CSGO is 4 years old. Look at games like WC3, SC:BW, CS1.6, Q3. UT99, Doom etc. and look at how the community, custom game modes and so forth were 4 and 7 years after they were released. Valve's games are no where near this despite having an incredibly easy to use and open development tools because people making their own content would now harm them. There were servers on WC3 where you could play as your favourite naruto character or UT99 servers that had south park voices and skins, there were total conversion mods that made the games into completely different things, fuck even Dota and CS themselves were originally mods for older games.
If Valve's way was the common way 15 years ago they wouldn't even has a Dota2 or CSGO to make because Dota or CS wouldn't exist because the companys would be more focused on selling extra virtual goods on their own terms rather than giving people the freedom to make and play whatever they want on their servers.

The only reason Valve keeps shitting out new cosmetic cases is because the people who play the game keep buying them. It's the reason why the games are still around. Before that first case released CS:GO was hovering around 15k players every month, which is total shit for the Counter-Strike name, and it was a game that had just released. As soon as skins came in, the population began to slowly grow until it skyrocketed into the numbers it has now, with millions of people playing the game every day.
Cosmetics saved CS:GO and TF2, and I can deal with a few retards loving their hats and stickers and whatever the fuck if the actual gameplay is good (which it is. TF2 is the most balanced it's been in years)
