Steam users discovered why some people are getting shafted on darkmoon/way of blue summons : old accounts are given lower priority than new accounts.
If you follow the guide at http://steamcommunity.com/app/374320/discussions/0/357286119111456394/ , you'll see it works for getting summons at the appropriate SL/upgrade levels.

I mean, maybe if it only works this way on PC. For me on PS4, Watchdogs has always been 1 to 2 hours per summon, blue has been 1 summon in over 60 hours of having it equip, and with aldrich, I can't walk more than 2 steps without getting the message, except on a file I leveled to 175 to farm concords, which now takes me around instant to maybe 2 minutes at worst.
Also, on PC I've seen people complaining since the beginning of the game, and people that have had no problem getting summoned non-stop this whole time. I'm inclined to believe this isn't the actual issue, and if they did actually find a fix, they are most likely misunderstanding what is causing the problem.

My guess is that they accidentally used a sorted queue for people who are queueing for invasions. This means that people with a higher steam id, and therefore ones with a newer account are always placed on top of old ones. Basically the stupid fucking intern used a bad data structure. Dark Souls 3 has good level design and consistent lore while Dark Souls 2 had terrible level desigb and no lore.
Sure the gameplay was somewhat better for many parts in DaS2 but pve was so boring it almost didn't matter.
I believe dlc and patches that come with it will fix many issues related to build variety and possibly to mechanical issues as well.
It is not like memespammers are autowinning either. I've been finding good matches and winning at level 40 and been beating Estocs, Dark Swords and katana runners with Scythe and Drang Hammer builds.
