Being an exclusive third party for one of the three console manufacturers (Sony, Microsoft and Nintendo) is far better than being independent because the manufacturer pays for the game's development, you have a guaranteed install base and it's easier and cheaper to develop for one single platform.
From Software going multiplat was just an strategy to win back Sony's favor (they've been developing almost exclusively for Sony consoles since the early PS1 days and Sony was hesitant to continue the partnership); now that they achieved their objective they don't need to do multiplats anymore.
Not to mention how unprofitable PC is:
