I've been comparing the two since they're pretty close price wise and holy shit people who bought the FO4 pass are just getting reamed. The DLC so far has been total trash. BaW is coming with a bunch of actual gameplay improvements, is longer, and seems to have more content yet costs less. Mods don't just spring out of the ground instantly the week GECK is released. There are a couple of mods out, but people are still getting used to porting outfits or seeing if they can improve their mods over what FO4Edit can already do.
It's like every other Bethesda release, it will take a good 6-12 months after the Creation kit is released for any proper mods to be released.
