If you beat the Curse-Rotted Greatwood (optional boss) you have the Transposing Kiln, if not go back to the Undead Settlement and beat it
Once you have the Kiln go back the firelink and facing the middle and largest throne (Prince Lothric, Last Hope of his Line) from the bonfire go to the second one on your left, there will be an emaciated dude sitting in it, he is your Boss Weapon Vendor
As long as you aren't level 100 before beating the third Lord of Cinder then you are still better than Pat (not a Joke, after Aldrich, before Yhorm, level 100)

Finished the game at soul level 60, and probably could have done it at a lower level hadn't I spend 5 point in vitality thinking better armor would actually make a difference.
Guess all the experience with previous soul games counts for something, the game feels really really easy compared to other souls games.
