STEAM is a turn-based tactics game. XCOM is a turn-based dice-rollng game, more akin to Fire Emblem.

I feel like Codename S.T..E.A.M really should have pushed the fact that the Oz characters were in it. It really would have made people more hyped to play the game, in my opinion. Seeing people on Miiverse freak out over realizing that you actually get to go to Oz by tornado and fight aliens in the Emerald City was a really eye opening to me about this. I agree that they need to have more mainstream characters, but I was very impressed with the cast regardless.
Wish we got Zorro, though. I love his replacement, but I would much rather have the real thing.

I think them trying to make the IP popular is a given at this point. Remember, Fire Emblem wasn't a big seller for a long time either. Codename S.T.E.A.M's problem wasn't due to not being well received... people who played the game loved it. The problem was that shitposters and 'journalists' online tried really hard to paint at as something really disappointing, when it was really something fresh, new, and fun.

Lack of content isn't a problem on its own. It's that it's being sold for $50 (it's only $60 with Guard included) with the lack of content that's the issue. Nintendo considers $50 to be a "budget priced" Wii U game as seen with Ultra Smash which also lacked in content.
Nintendo needs to either work on their pricing or release DLC for these games. Mario Golf World Tour on 3DS did the whole budget price + DLC thing great with a base $30 cost and paying $15 more ore and receiving ~85% more content. However, World Tour also had the same number of holes as the Gamecube game without any of the DLC.
