Some professional concept artist (Feng Zhu) was talking about it on Youtube and he said the reason things look all samey is there isn't much room to be ultra creative with things.
For example let's take a tavern, when designing the game you want it to have the broadest appeal you can get (which includes casuals and whatnot), and obviously you want the people playing your game to know it's a tavern. So you just take the usual design of what a tavern is. So 70 - 80% of the design is the same stuff. The last 20% or so is where you can be creative.
