Normal Mode is what the game is designed around. Higher difficulties just up the health of enemies, in most cases.

KH2.5's Critical mode is the perfect example of how to do it well, with KH2's Proud mode being the perfect example of a shit hard mode.

He is correct when it comes to most games.
Turning enemies into bullet sponges is cheap.
There is very few instances in games (I can't actually think of any off my head) that actually makes the AI more intelligent depending on the difficulty.
It's always the case of giving you less health and giving the enemies more health.

Most games simply add or remove something when choosing harder difficulties. More enemy HP, more damage received, less consumables, your attacks are less powerful, etc.
So yes, the game is harder but it is in a half-assed way that only makes playing the game that way more of a drag than anything.

You have to fight longer while only allowed to make the same amount of mistakes.
Fighting drains more resources such as items or ammo so you have to be more careful about using them.
Suicide/risky strats are significantly less likely to work.
The player has to actually prevent damage in some way or prevent it more than usual since the enemy can kill the player before the player can kill them.
The player might have to build their character in a way that increases survivability rather than going full out damage.

Now whether higher HP makes the game harder in a good or bad way depends on the game, but it definitely makes things harder a huge majority of the time.

What advantages is in there in making enemies have a better AI? Your players need to be able to defeat them and feel good about themselves and not feel like they're playing a competitive game for the first time against the previous champions.

It really depends on the game. In some games, the higher difficulty modes are faster paced, the AI is smarter, or the damage taken/given isn't crazy bad.

In games like bethesda games, though, it's basically just

until it gets unfun and everything is a bullet sponge at endgame. Vanilla Skyrim, for example, isn't really that much harder between easy and legendary if you're decent at moving and have enough MP/arrows to do whatever you need.

Pretty accurate. Hard in most games mostly just means more tedious/use broken build X so you don't have to spend 5 minutes beating down every enemies bloated hp pool. If the developers actually bothered to add some interesting twists to the other difficulties then I'll give it a go if I like the game, but hardly any do that.

The games play differently for sure.
Hotline Miami is about reflexes and finesse whereas Hotline Miami 2 relies a lot more on memorization and exploiting level designs.
I enjoyed both games but I understand why people think HLM is the better game
