He probably settled in San Fierro or Richman sure. But by the end of the game, CJ was pretty much a mobster with ties to international criminal syndicates, government agencies and an entire street gang backing him and acting as muscle. Meanwhile, the Ballas entire crack cocaine operation was shut down as was their supplier and the Russians who were supplying them weapons were also killed.
Even if CJ died or just straight up left the gang (doubtful, why would he not use them as muscle for his other rackets?) and the gang was thrown into utter chaos and succumbed to a lot of infighting, I don't see how the Ballas could stand a chance against them, not enough to take the OG turf that was Grove Street, at least.
None of this matters anyway because HD and 3D universes aren't connected.
