If you look at the making of Psychonauts, you can tell that they lived in total shit conditions - some kinda industrial warehouse that they'd cleared out - and the only thing that kept them going was passion for the game. Now they got a comfy lot in the middle of San Fran with what I assume is a reasonable paycheque, and are working on multiple projects. Applying the same level of soul-shattering work would be insane.
And so the heart and soul is lost.

I'm saying it's a bit more complex than just whipping Tim in line, it's a combo of things. It's partly what I already described, but also the fact that the original devs of Psychonauts are getting fucking old. They're experienced, they know what works and what doesn't, and thus keep their expectations a whole lot more reasonable. Broken Age comes to mind, as the definition of a "reasonable" game - but it lacked any spark whatsoever.
Basically it's a trio of cushy conditions, cynical mentality and a lack of authority imo.
