Aniplex has the rights to a lot of the shit in Persona, and Aniplex is owned by Sony.
The only reason that Persona Q happened is because it dodged a lot of the Aniplex shit. Persona 5 doesn't and as such it's within Sony's best interest to force Persona 5 as an exclusive.

Same boat here, I jumped over to consoles and handhelds around 2 years ago and a lot of my friends are still on PC still trying to cheap out and find any free-MMO to sink hours into, they've completely lost their passion for video games or what drove them and their interest all those years ago.
I am fortunate I decided to change my mind and rekindle my relationship with consoles and I've completely saturated myself in multiple genres, not the Steam's idea of genre which translates to really low quality $2 flash games, but real games from developers who still make quality software for consoles and I simply can't go back to being a full time PC gamer.

I don't think your description really drives home quite how elite these guys are. ICE is Sony's god dam crack squad that works to make miracles from graphics engines. They're pretty prolific, they get flown out to third-party studios to assist development and give seminars on how the PS4 works which I'm sure they've done with Atlus's Persona 5.
They're insanely effective at what they do, to the point where only the most extremely talented of programmers get jobs there. If I'm not wrong, they also curate team members and contact them directly to hire them, instead of the other way around. They're the Navy SEALS of Sony's studios. No other team comes even close in terms of experience or raw talent.

the ICE tech usually gets passed down through the internal studios as well, first showing up in other first party titles then second and third. There's a reason why each Uncharted title's release heralded a bump in quality across the whole platform at the time, as ICE tech is contributed to the SDK after it's complete. The same techniques used in UC4 will be used in the next Infamous and eventually in games like Watchdogs 2 (which is apparently happening).
So now imagine how far they can push the NEXT title, if this is the PS4 equivalent of Uncharted 1.5 or so, it really depends how good Persona 5's engine before Sony decides to work on it and optimize it for the PS4 because it's working off a PS3 base if I'm mistaken.

Yep. Santa Monica Studios (God of War developers) also contribute a lot of cutting-edge tech to the SDK, though they don't have a formal internalized "group" like the ICE team. Sony's teams comprise of some of the most talented physics, lighting, and engine programmers in the world. Very few studios will ever have the cushy relationship with their publisher.
General publishers take on investors to fund their game, they set incredibly strict timelines and budget constraints. We see tons of messy releases and cut content because when 3 years pass those investors want their returns and that game had better be on the market selling, no matter what state it is in. This is partly why I don't fully understand why some people mainly play multiplatform games and allow them to become the focal point of their gaming experience
Uncharted doesn't need to be profitable, it's purpose as an exclusive is to motivate more ps4 sales. Naughty dog is given all the time and money they need to make the most compelling title to motivate hardware sales.
