I dusted out my Pc today because it was running hot, and when I plugged it back in the power supply fan won't even move and it makes a quiet noise for a few seconds then goes away.
Any ideas how to fix this?

Sounds like you didn't purge the power properly. Might need a new psu, hopefully that's the only thing that fried. Good luck

If you threw the dust away, a couple of scoops of flour makes for decent substitute.

Maybe you knocked something into it that caused a jam?

i sprayed it out with a hose and made sure it was absolutely dry before i turned it on again

you probably removed mechanical dust, which you should never do
think of it like a steam engine that runs on coal. you just keep chucking coal in the engine to keep it going. with computers, you need to keep the mechanical dust decently stocked in the power supply. put that dust back in and keep a good chunk of dust on hand in case you need it again

i took a piss on internal components. heard urine was sterile and acidic thought it would make for a good cleaning agent.
