What makes a good RPG?
Characters, world, plot that at least keeps you interested and battle system

Content planning in story, class structure, abilities, how you progress in the world, how you shape the world, and art style and musical direction.
That's pretty much it. If you can pull off all of these in a meaningful way to the player you have a successful RPG. Pandering to the widest audience possible though lessens the quality which is why we've seen a decline in quality in recent years.

Good writing or good combat. Preferably both.

A good story, battle system, reason to engage in said battle system (fun quests), and meaningful character progression.
You can skimp on some stuff but the rest needs to be good enough to make up for it.
