Newer smaller die CPU are efficient, you can go from4 to 4.5Ghz without even touching the volts.
Stock cooler stock speed stays below 60 load, with decent cooler and OC you can still stay around 60, which is the same.
And I5 non K perfectly matches the R9 390 / GTX 970.
But to really get the most out of the 390x / 980 and beyond, OCing to 4.5Ghz might get you another 15fps.
Getting an i7k might even push numbers more.
But really it all depends on the game.
It's never ending.
For me, a $600 i5 + R9 380 / 390 is perfectly fine.
But if you obviously have the money and can afford the 980Ti and i7k, what's a little OC do to your wealth?

The i7 is overkill, and you could save there and upgrade later since the socket is sure to stay around for a while. The graphics card is underpowered compared to the CPU, and it's an extremely poor time to buy a GPU right now. Even if you won't buy a next gen one the price drop to older models will be large. DDR4 is a waste if you don't get anything faster, at least buy a mobo that supports upgrading to something fast, and 650W is retarded on a 1 GPU rig.

Buying new GPUs and CPU's is actually a good deal. Skylake is like the same price as Haswell with slightly better performance and much better power efficiency. Same with new GPUs, you're getting better performance per price, and this gen is much better for VR and of course better power efficiency. I'd say if you're in the market always buy the newest gen.

Because 4k takes considerably more GPU power than 1440. People REALLY underestimate how much of a factor resolution is in performance. 4k pretty much requires dual high end cards just for good performance. And can still be worse performance than a single card at 1080p will typically do.

3840x2160 requires a lot more power than 3440x1440. While the numbers seem close they are not. 4k is a significant step up in required power for very little pay off.

do a clean driver install. it's probably fucking with the clocks for some reason. im same poster as before and i think when i upgraded from win 7 to 10 it fucked with my driver update and my 980 wouldn't downclock like it should normally so i just did a clean driver install the other day and it idles in the low 40's again now with the automatic downclocks.
