Honestly, no. Most of the bads will tell you about VATS but you do not need VATS at all. Even if you want a VATS build, you will have enough cores to do sprinting on top of VATS by the time your build starts to rely on it.
But, it can be fun to run around in regular armor with movement speed boosts. Damage resistances' worth drops like a tank once you have a full set worth of Combat or Synth, so you won't actually see a huge boost in your survival despite dropping from 1400.

Also there is only one(?) legendary power armor piece. Most power armor mods outweight the legendary armor effects anyway

I find Power Armour clunky, not really a gameplay issue, I just personally don't really like wearing it for extended periods of time. I prefer playing a speedy, sneaky type of character than a big guy.

The problem FO4 has is that it's so easy to just sell off all your ammo, chems you don't touch, and guns you find on random fuckers and just throw it back at merchants for infinite supplies.
You don't even need barter skill to do this.
Power Armor is fun to use certain times but going around full time with it gets boring really fast. I like also going normal since it fits better.

Also you can completely break the economy of the game by building a bunch of Water Purifiers in Sanctuary then selling the 800 excess water bottles you get every day to clean out literally every merchant you come across then buy whatever the fuck you want.
It's ridiculously easy to do too.
