Fallout 4 has problems which can't be fixed by modders. Things like the leveling system and the dialogue options and the lack of quests are why most people criticized the game, and modders can't really fix those things

The thing is I did mod it. I didn't mod it as much as I modded Skyrim but, really... Fallout 4's world is so outrageously small, the sense of exploration is gone very swiftly. Tiny world even when compared to NV, no subterranean world to explore like in 3, it's just... JUST

I think you guys underestimate modders. All those modders that worked on Skyrim now have a couple years of experience and a blank canvas of shame, ripe with space to fill. Mods changed the leveling system in Skyrim, and mods have already come out that change Fallout 4s speech system . Once the mod tools are fully released its going to be mad. Huge world space mods, just look at Skyrim and NV. Weapons, armor, everything.
